IMPORTANT SURVEY OF PUBLIC OPINION ON RURAL AFFORDABLE HOUSING IN HALE.

The council is seeking the opinion of parishioners on the matter of the development of affordable housing in the parish of Hale. N.B: The survey is now completed. See results above.

 

As Hale is in an environmentally protected area within the national park, planning permission will not normally be granted for new development. However, small-scale affordable housing developments may be permitted as “exceptions” on sites in or adjoining villages to meet the identified needs of local people in these areas.

 

This survey seeks to understand the level of support that the development of community-led affordable housing within Hale has from parishioners. The information gathered from this survey will be passed to the decision-makers at the New Forest National Park Authority and New Forest District Council.

What is rural affordable housing?

Rural affordable housing is provided for people who have a local connection to an area and cannot afford to buy or rent on the open housing market. Proposals for exception sites should:

  1. meet a particular local need that cannot be accommodated in any other way

  2. be subject to a planning obligation under Section 106 of the Town and Country Planning Act (1990) to ensure that the dwellings provide for low-cost housing for local needs in perpetuity

  3. be capable of management by an appropriate body, for example a Registered Provider, the Authority, or a community land trust or similar accredited local organisation

  4. be located where there are appropriate local services (e.g. shops, schools and public transport). 100% of the housing on rural exception sites will be affordable.

 

Providing affordable housing for commoners has also long been recognised as essential for the future viability of the commoning system in the New Forest.

 

A Community Land Trust (CLT) is one form of not-for-profit trust which may provide community-led rural affordable housing.  It need not be a registered charity. Hale Village Community Land Trust (HVCLT) is a CLT. Hale Village Community Land Trust (HVCLT) aims to apply for planning permission to build affordable housing at Folly Hill Paddock on the Lady’s Mile, Hale Purlieu and is looking at other potential sites in Hale.

EACH NUMBER CAN ONLY BE USED ONCE AND DUPLICATES WILL BE DISCARDED. A COPY WAS PROVIDED FOR EACH ELECTOR IN YOUR HOUSEHOLD.

 

You can submit a paper copy. Please put your completed survey through the letterbox at Hale Village Hall before 17th August.
